Richard "Dick" Lehman (12 June 1923–17 February 2007) joined the Central Intelligence Agency in 1949 and served for 33 years before retiring. As a junior analyst, he worked in the General Division of the Office of Reports and Estimates (ORE) using SIGINT to puzzle out the organization and output of various Soviet industrial ministries. He then spent much of his career in the (OCI), eventually serving as its director from 1970 to 1975.
