Commons files have to be in the public domain in the United States. It is not clear when or if this was first published. If it was first published on that forum, then the copyright expires in the United States 120 years after the photo was taken (if the photographer can't be identified), or 70 years after the death of the photographer (if the photographer can be identified). It says that the photo was taken during the First Balkan War, so it is not yet 120 years old.
