Unlikely to be own work: small resolutions, missing EXIF, could be found on other web sites with Google Images.

The files are various maps demarcating administrative divisions and electoral constituencies created by the Nepalese Government. Per COM:Nepal and the Nepalese Copyright Act, only court judgements and administrative decisions are within public domain. Other kinds of governmental works are not excluded from copyright protection. The files are therefore not within Nepalese public domain, are copyrightable by the Nepalese Government, and permission and a free license must be obtained to keep these files on Commons.
