The Gagman was an enemy of Bulletman.

History

Mr. Harker was a practical joker who enjoyed frightening children. He was taken as a hostage by fleeing criminals, and immediately saw the possibilities. He offered to distract Bulletman for them in exchange for a part of the profits. He warded off Bulletman and Bulletgirl with itching powder, a joy buzzer, catnip and an ink-filled spray flower. The crooks and Gagman set up an elaborate trap in their hideout, but the heroes lured Gagman into it, which allowed for his arrest.
