Background
He is based on the Wacky Weatherman on the weather channel who inaccurately predicted the weather. He is a failed comedian who has the ability to create various types of weather including instant snowstorms and hurricanes. He also relies heavily on puns and punchlines.
He changes the weather using the control mechanisms in his Blimp of Doom. Quailman and Silver Skeeter defeated him by not laughing at his jokes or self-harm. When Wacky Weatherman uses lightning, it shoots a hole through his blimp causing it to release all the helium inside and spiral down towards Bluffington.
