The words "city" and "county" have specific meanings in the context of North and South Korea. "City" is used as an English translation of the Korean si, and "county" for the Korean kun. In this case, Musan is a gun, not a si. Inside of Musan kun there's also Musan ŭp, i.e. the town of Musan. However, this particular article is about the second-level division, Musan kun, not the third-level division, Musan ŭp. Sorry if that's a bit confusing. I think it would be most appropriate to put that information here, for now, since the town of Musan (Musan-ŭp, 무산읍) is just one administrative division of Musan county. If there is enough material for a separate article, it should probably be at Musan (up), although I'm not certain; we don't have firm naming conventions for tertiary divs of North or South Korea at this point. -- Visviva 20:51, 22 November 2006 (UTC)Reply

How about "Musan is a county (kun) and town (ŭp) in central North Hamgyong Province, North Korea"? The article can stay at Musan and cover both unless there's enough material to make separate pages.
