Mehrah13 is evading block. I am unfamiliar with the circumstances regarding the block however I was patrolling the account creation log of users with contribs and found this. In this diff user states that they are evading block. http://en.wikipedia.org/w/index.php?title=User_talk:Muhammad_Mahdi_Karim&diff=prev&oldid=552835906 . I don't think CheckUser would be necessary.
