This may be a cite; looks like the OCR is mixing the columns of page 4 (my speculative divisions): "Under the first Five Honan , to Hupei . ... /1/at Hsiangfan city ; Kunming and Kweiyang was not finished , /2/ it then goes further south , ending at a small /1/ and the construction of the line between /2/ place called Chih - ch'eng ."
