The exact definition of expressway varies by country. In Finland, a moottoriliikennetie is a highway with access limited to the same class of motor vehicles as in the case of moottoritie (motorway) (vehicles that have a top speed above 70 km/h), but is not a moottoritie due to not meeting the technical requirements to be one. Possible reasons include the lack of physical separation between the opposing lanes of traffic (no barrier or central reservation), not continuously having multiple lanes in one direction, or the hard shoulders being too narrow.
