    • 1979, Bernard D. Reams, Internal Revenue Acts of the United States, 1909-1950, page 2337:
      That was the tax that was paid, because only nonbeverages were permitted. Therefore the nonbeverage tax only was paid and only a nonbeverage use was contemplated.
