The implications are there, and the reactions and comparisons to slavery come later. With plot sections I think it is important to, as much as possible, say what you see, and be objective without interpretation even if that interpretation is fairly obvious. Even if it is effectively slavery (or prison labor), it feels a little too on the nose and direct to call it slavery right up front the first time it is even mentioned.
