Hartland was elected as Councillor for Sheok Ward in the Maribyrnong City Council in 2003, and served on the council until 2005<ref>[http://www.vec.vic.gov.au/MaribyrnongResult2003.html Results for Maribyrnong City Council Elections 2003], Victorian Electoral Commission, 2003</ref> as one of the first Greens elected to council.
