In late May, broad cyclonic flow was centered over the southwestern Caribbean in an area of enhanced low-level moisture near the East Pacific ITCZ axis.[1][2] A surface through steadily developed in association with this system, producing scattered convection and strong winds in conjunction with diffluence aloft and high surface pressure to its east.[3][4] Though significant organization was impeded by strong wind shear aloft for several days, associated activity gradually increased over the region as energy from an approaching tropical wave combined with the system.[5][6] By June 1 — which marks the start of the Atlantic hurricane season — a low pressure center became distinct along the surface through over the central Caribbean.[7]
