The Hybrid Democracy of Booza (also known as Booza) is a country located in North America to the east of the United States. Booza was formed in 2013 by a military coup d’état which placed Dick Cheney as dictator of the United States.

Internal Unrest in America
editIn 2008 there was an economic recession in the United States which had sparked an international slowdown in the global markets. Analysts and politicians assured Americans that the recession would end before 2010 and that America would pull through the hard times. As unemployment hit 18% in the year 2009, it seemed that it would be inevitable that America would fall into a depression. The government seemed helpless to help the people due to partisan politics and a general inability for Congress to agree on a way to boost the economy. At the same time, over a trillion taxpayer dollars (US currency) was spent on “bailing out” large corporations that seemingly wasted that money on large executive bonuses or failed investments. By the year 2012, almost 53% of previously working Americans had lost their jobs and the economy rolled to a standstill. Almost every business, public, small, or private had either shut down, filed for bankruptcy, or restructured. At the same time, oil production had peaked and was now falling. America was running out of jobs, out of money, out of oil, and worst of all...out of time.
American Regime Change
editThe final straw came when rogue CIA and NRO operatives infiltrated and overthrew the American government in a violent coup d'état with open warfare between National Guardsmen (mostly sympathetic with the national government) and the more skilled Navy SEALS. On August 19th, 2012, Dick Cheney was appointed dictator for life by the new military government for reasons unknown. However, the people would not stand up for this. In late 2012, a revolutionary that went by the name of Booza had called for Americans to flock to New England where the government had no strong military presence. Here, they formed a defense force named “Guns of Liberty”. Once assembled, the Guns of Liberty overthrew the weakened state and city governments and secured itself against American forces. Once security was established, a council headed by Booza called “Sons of the Patriots” outlined a new government which would never be overthrown or overwhelmed as the United States had become. On January 28th 2013, the New England states had signed the Concorde Pact to secede from the United States and form the Hybrid Democracy of Booza. As Booza slowly increased in power, the Guns of Liberty began to liberate nearby states from the tyranny of America.
Assassination of Booza, Recognization and Liberation of East coast
editEven though Booza had succesfully secured New England and could have begun building his government and sphere of influence, he did not want to stop there. Booza knew that at its current size, his country could not survive and America would eventually become powerful enough to retaliate. He made the decision that the only way to stop America's tyranny was to liberate the entire East Coast, beginning with New York. The battle for New York was not a difficult battle but it meant the liberation of over 15 million people so was considered a large victory. This victory would be short-lived, however. In May 2013, the American forces ambushed the Guns of Liberty at Baltimore, Maryland. Nearly a quarter of the GOL force was killed in the battle. However, this move allowed a second regiment to simply march into D.C, as the bulk of American forces was holed up in Baltimore. Regardless, American forces were able to return to D.C fast enough to crush the second regiment during the First Battle of Washington. However, the First Regiment was able to regroup and force the American army to surrender Washington in the Second Battle of Washington. The Treaty of Fairfax surrendered all of the East Coast to Booza. Once a border was agreed on, the war seemed to be over. However, it was not. Right after the signing of the treaty by General Pliskin and General Booza on July 8th , an American sniper shot and killed Booza. This resparked the war. GOL forces were able to liberate the rest of the East Coast and even areas beyond the original border agreement. The Booza Liberation ended on December 28th, 2013 when General Peregini signed the Treaty of Illinois and pulled back the Guns of Liberty forces.
Boozer Government
editBooza's government was outlined to inherit a combination of direct democracy and representative democracy. Inspired by the original idea of the United States as well as Greek democracy, this new governmental system was called a hybrid democracy.
Executive Branch
editThe executive branch of government remained almost exactly the same as the United State's executive branch. However, there is a change to the role of the Vice-President. The vice-president, in addition to being the President of the Senate, also has official ability in the executive branch. For example, all executive orders must be signed by both the President and Vice-President. The vice-president can overrule a president's veto if at least three other cabinet members agree with the vice-president. The vice-president can call troops to action if at least three other cabinet members approve (forces will only be deployed for 90 days, then Congress must declare war). The vice-president campaigns separately from the President, is elected separately, and the use of “running mates” is abolished. This allows for a president from one party and a vice president from a different party.
Legislative Branch
editThe legislative branch had been greatly changed from the United State's. The House of Representatives was dissolved and was replaced with a new house entitled the Citizen Council. The citizen council is a truly new way of passing legislature. The system is as follows: each “seat” in the citizen council is actually a sub-council located in a completely different place. For every 500,000 residents, there is one sub-council “seat”. For example, City A, B, and C have a combined population of 501,000 people. This means they get one seat in the citizen council. City A, B, and C's sub-council might meet in City B's sub-council meeting hall. The sub-council members are composed of ordinary people (teachers, doctors, unemployed people, etc.) over the age of 25 who have been a citizen for 5 years. There are no elections and no appointed positions, anybody can go to a meeting (almost like the former New England Town Meetings). The head of each sub-council is chosen by the mayor(s) of the cities under jurisdiction by the sub-council. He or she will speak to the rest of the Citizen Council via secure video conferencing. This revolutionary technology would allow for the Sub-Council Leaders to communicate their constituency's decision to the rest of the Citizen Council. The head of the council has a 2 year term and is the one that reports the final decision of the sub-council to the citizen council. The total number of seats in the citizen council can never go beyond 200. Furthermore, the constitution states that the citizen council rules can be slightly changed in the case of overpopulation. There are three Citizen Council Mediators who bring order to the video conferencing room in the capitol building. Furthermore, they help to organize various committees within the council. Lastly, the Citizen Council retains all of the powers of the former House of Representatives.
Judicial Branch
editThe Judicial Branch has remained mostly identical to the United States' judicial branch. However, supreme court justices now have a ten-year term. Furthermore, there are two Supreme Courts to allow more cases to be heard. In the case that the ruling of one court opposes the ruling of the other court, the Senate will vote to confirm which ruling is more constitutional.

Military
editThe entire concept of Booza was to escape the tyranny of America. This was only possible with a top-class military originally known as the Guns of Liberty. The Guns of Liberty later disbanded and was replaced by a National Guard. There is also an Army, Navy, Air Force, Coast Guard, and Delta Special Forces Unit. Booza has made great advances in nano-chemical technology as well as fabrication of semi-metal synthetics.
TARP Industries
editThe primary defense contractor of Booza is TARP Industries. The main stockholder of TARP is Thomas Tarp who has a mysterious background. TARP also has made advancements in wireless electricity and renewable power sources. Most notable of these advancements is the arc generator which powers nearly one hundred percent of the entire country. See the Infrastructure section of this article for more information.

Conflicts
editGiven the controversial and bloody nature of the creation of Booza, there have been many conflicts between Booza and the Federation of American States. Although after the Boozer Revolution there were no officially declared wars from either side, military conflicts have still occurred. The American side resorted to a public acknowledgement of Booza as a soverign nation, however they have a steady stream of black operations aimed at destroying Boozer infrastructure and leadership. Furthermore, diplomats from the Boozer side have been unsuccesful in most attempts either by being turned away at the US Capitol and more recently, some have been killed although the American government has not claimed responsibility.
Border Conflicts
editAfter the revolution, the border of America and Booza seemed to be relatively safe and stable. By 2015, the American government even recognized Booza's existing borders. However, after the killing of 3 top level diplomats in 2022, Booza had tightened border control, placed military checkpoints along the border and have banned all American products. After the coordinated attack on 2 of these checkpoints, Booza took more affirmative action. On December 21, 2023, there was an undeclared and unexpected strike along the border by Boozer forces. In the course of approximately three weeks, half of the state of Indiana was taken by Boozer forces, put under martial law and declared a no fly zone. Furthermore, three unmanned drones were shot down by Boozer forces and one manned support plane. On March 6, 2024 there was an uprising by the citizens of the no-fly zone. Almost 50 armed citizens were killed by the attack and the rest were forcibly removed from their homes into the American side of the border of the militarized zone.
Education
editEvery child in Booza must graduate elementary school, middle school, and high school. College is optional. Every public school must pass government inspection every four years. Furthermore, educational standards can never be lowered. The system is K-12, similar to American education. Every teacher must pass the Booza Teacher Evaluation Exam (Booza TEE) and a fixed, national teacher pay, therefore a person teaching in one city will not be paid more or less than a person in any other city.
Currency
editThe currency type in use by Booza is called the booza (β). β is mostly issued as coins and the only paper currency in use is the β50, β100, and β200 bills. The β1, β2, β5, β10, β20 are only issued as coins, each one physically larger and with a more intricate design based on value.
Transportation
editBooza has a very intricate and well-established public transportation system. It is possible to go to almost any large city in Booza relying only on public transportation. Furthermore, none of Booza's public transportation methods emit greenhouse gases. Booza incorporates a mixture of rapid transit systems for metropolitan areas as well as national transit systems which can transport people from one area of the nation to almost any other area.
Furthermore, people do use cars, trucks, bicycles, motorcycles, etc. as in any country, but much less than in the United States. Furthermore, if a vehicle produces any greenhouse gases, the registered owner must pay a β3500 yearly fee. Furthermore, vehicles relying on gasoline would be impractical due to the rarity of gas stations in Booza. Over 50% of privately owned vehicles in Booza are battery powered (from domestic manufacturers and imported). Another 20% were originally gasoline powered cars (imported) converted into water-gasoline hybrids which consume much less fuel as well as emit almost no greenhouse gases. The last 30% of cars are a mixture of other alternative energy sources (namely hydrogen fuel cells and biofuel/biodiesel).
