Assault on ATT-16 is a new Adversary Mode added with the Assault on ATT-16 Week, which involves a team of Attackers attempting to infiltrate Fort Zancudo and destroy two sets of two terminals by hacking them. - The Rank requirement for purchasing properties such as Apartments and Garages was removed.
- The Avenger can be moved between the Hangar and Facility via the Interaction Menu.

Vehicles
- The Vulcar Nebula Turbo was made available for purchase again at Southern San Andreas Super Autos, after being removed with the San Andreas Mercenaries update.
- Armor values for the RM-10 Bombushka and Sparrow were increased by 50%.
- The Impaler SZ had its vehicle class changes from Sedans to Muscle.
Weapons
- The Up-n-Atomizer can no longer be used inside most interiors.

Gameplay
- The following missions and gamemodes received various increase to their base payouts:

Content Creator
The Content Creator received further updates and expansions, including:
- The ability to create custom Drift Race and Drag Race tracks
- Hybrid and electric vehicles are not eligible for Drag Races.
- Drift and Drag races require the player to have an LS Car Meet membership to access them within the Creator.
- Undead enemies were added to the Survival creator.

Unlisted changes
- Players can no longer move a vehicle within the Vehicle Organization menu if it is currently active. [E&E]

- Vehicles applied with hidden or locked liveries will now permanently unlock said livery when purchased inside a dealership, when obtained as a Prize Ride reward at LSCM, or when won via the Lucky Wheel at the casino.
- This feature is not applied to player-owned vehicles when buying another player's vehicle at LSCM.
- Vehicle liveries that are exclusively used or awarded on the Expanded & Enhanced versions are now removed on last-gen and PC versions.

- Players are now required to complete Slush Fund in order to purchase another player's Personal Police Vehicle from LSCM.
- Players are now required to own an Agency in order to purchase another player's Imani Tech Personal Vehicle from LSCM.

- The Declasse Lifeguard is now classed as a 'hot' vehicle, meaning it can no longer be stored in a personal vehicle garage or workshop if found as a randomly-spawned NPC vehicle, and can only be purchased as a Personal Vehicle from dealerships.
- The interior of the Penaud La Coureuse was updated, having slightly adjusted dashboard textures.
- The Snowball Launcher can now be stored within a Weapons Locker loadout.
