Mr. Whittaker runs the RS Haul Depot in Flint County; he is known to be a long time associate of Catalina.
Events of Grand Theft Auto: San Andreas
His relation to her can be seen in the mission Tanker Commander, when Catalina and Carl Johnson drop off a tanker full of gas to him. Mr. Whittaker distributes both legal and illegal products with RS Haul, and later employs Carl Johnson to help deliver products around the State of San Andreas within a time limit, a damage limit, and/or with police chasing the truck. After these missions, the RS Haul Depot in Flint County becomes an asset which generates up to $2000 a day.
