This flag is assigned bi admeenistrators tae those who hae proven, through contributions tae Wikidata, that their edits dae nae need patrollin.
Autopatrollers an aa hae the ability tae mark edits o ither uisers (who are nae either administrators or autopatrollers themselves) as "patrolled".
Adding this right gives a user the same rights as if they were autoconfirmed, so granting them both flags is not necessary.
