I had a look at it again and I compared it to other occasions where I came across cebwiki. In Cebuano parokya means municipality, which is the legal entity, while lungsod means place/town, which is not the legal entity. In many Wikipedia's there is no wish to separate the place (with cities) from the municipality as it is often the same area, but technical it are two things. It is for example possible to live in the municipality of Amsterdam, but outside the city of Amsterdam (example: Holysloot (Q672125)), so both have a separate article in Wikipedia. This also is exists with Delft I just discovered: Abtswoude (Q1839726) is outside the city limits but in the municipality. This means that both technically as well as the m² are not the same. In the Dutch Wikipedia people find this too marginal to make separates articles for the municipality and city of Delft, but over time I have seen that this is done in Wikidata. So instead of merge I would suggest to keep it. In Delft (Q690) it can be referred to with capital (P36): Abtswoude (Q1839726) and in Delft (Q33432813) with capital of (P1376): Delft (Q690). Sorry for the confusion.
