• The tab "Inst" in the file "Chart Of Accounts 2019 4th Edition" on https://www.cagd.gov.gh/reports/chart-of-accounts/ suggests that there are in total 402 agencies, of which 37 are ministries. There is also a COFOG tab here, but I cannot figure out how it maps to the agencies. Perhaps it is a key for other data.
