History

Frank was an agent of I.O. and a part of their Black Razors division under the codename Colby.

As Frank

Cold War

During the Cold War, the Black Razors intervened in the fight between Sean Cassidy and Carlos Ramirez and company. While they were able to knock down everyone else, Ramirez was able to escape. Colby was about to kill Cassidy until commanding officer Skipper informed him he wasn't one of the terrorists.

The Freaks

Years later, Frank called a retired Skipper to inform him of Ramirez's death and that the Freaks had kidnapped Jamie Moore, one of his soldiers.
