Miniature copies of Pluto that help in spreading his poison across Blasted Tokyo. When Flynn first arrives, they are simply labeled "???," and cannot be analyzed or drop items. Before they will be treated like normal enemies, Flynn must receive their data from Akira and go to Pluto's Castle for the first scripted fight; only then will Burroughs access their information, allowing them to be analyzed and potentially drop items like any other enemy.
Larger versions of Pluto Soldiers, Pluto Warriors and Pluto Giants, stalk the upper levels of Pluto Castle. They can be found individually or as part of a Horde including all three kinds of Pluto Soldiers. Burroughs' data on the Cyber Horde comments they were once ordinary machines, but awoke to God's will and rebuilt themselves as massacre devices to exterminate humankind. They are said to only have the capability for binary judgment.
