The Mokra Order were the ruling body on a planet on which they brutally treated the population. They were opposed by the Alsaurian resistance movement, which they combatted through a network of informants, said to be everywhere. They used torture on their prisoners.
Positions within the order included high-level magistrates, lieutenants, and helmeted soldiers.
Neelix described them as both paranoid and hostile, stating that they had no use for diplomacy. (VOY: "Resistance")
According to StarTrek.com, the Mokra Order claimed to be "helping our Alsaurian neighbors defend themselves against common enemies."
