A senator was a member of a legislative or deliberative body known as a senate.
The Romulan Star Empire was one of the best known groups who utilized this style of legislative chamber, often, though not exclusively, seen in representative democracies. Romulan senators were elected to the Romulan Senate. Romulan senators represented districts. (TNG: "Unification I")

Senators also existed on United Earth. One such senator was one of the official guests of the first flight of the NX-Alpha at the NX-Control in 2143. (ENT: "First Flight")
In the 23rd century, there were senators on 892-IV. Septimus was a senator but was made a slave after he became one of the Children of the Son. (TOS: "Bread and Circuses")
