The Chandir, nicknamed "Tailheads", were a sentient humanoid species from Chand Aad. Though politically nonaligned, they were frequently seen in neighboring regions of Cardassian and Federation space.
Biology
The Chandir cranial trunks were muscular "tails" protruding from the back of their head. The trunks were filled with large sinus chambers that, when resonated, amplified their voices over long distances, and for mating calls. The horizontal facial and trunk ridges contained airways that could be opened and closed, altering the air cavity within the trunk, which allowed it to function as de-facto musical instrument. The trunks also earned them their nickname, which was originally a pejorative; however, the species adopted the nickname with pride. (TTN novel: Over a Torrent Sea)

The Chandir were known to the Federation at least as early as the year 2327. (TNG episode: "Tapestry")

According to Over a Torrent Sea author, Christopher L. Bennett, the Chandir are intended to be the "tailhead" aliens often seen in Star Trek: Deep Space Nine, first appearing in the episode "Emissary". [1]
