From at least the 22nd[1] to the 24th century[2], the Orion Syndicate was a major criminal cartel operating from the Beta Quadrant. The Syndicate engaged in piracy and slavery, and included non-Orion species among its employees. (ENT episode: "Bound", DS9 episode: "Honor Among Thieves")

Between 2375 and 2380, the majority of Orion rejected piracy. (LD episode: "Crisis Point")

However, the Orion Syndicate, dominated by Orions again under Melani D'ian, became a major interstellar faction by the 2400s decade. (STO novel: The Needs of the Many)

Following the Burn in 3069, a galaxy-wide cataclysm, the Federation ceased to operate as the dominant galactic power. Federation members became disconnected. (DSC episodes: "People of Earth", "Forget Me Not", "Die Trying")

Andoria, a former Federation member, became part of the territory controlled by the Emerald Chain.

also lay within the swath of space administered by the Emerald Chain in the Beta Quadrant. Starfleet was aware of the extend and composed star charts with territorial claims, up to date as of the year 3189. (DSC episode: "Scavengers")

Colonies such as Radvek V also joined the Chain. The Chain and a magistrate would choose several criminals to act as their "Examples" to the population to deter crime. Most of the criminals were people who stole food for their families or counted cards at Tongo tables. To guard their prison and the Examples, the Chain used land mines disguised as Narisa beetles. (DSC episode: "The Examples")

In 3188, the Mercantile, a trade hub on Hima, was operated by the Emerald Chain. The market was jointly overseen by Enforcer Ithor and Regulator Ithyk; Orion and Andorian males, respectively. The Chain made deals with couriers for deliveries and paid with dilithium. (DSC episode: "That Hope Is You, Part 1")

In 3189, the USS Cuyahoga also reported Emerald Chain presence in the Sigma Draconis star system, prompting Starfleet's commander in chief Fleet Admiral Charles Vance to surmise that Osyraa was becoming bolder by the day. (DSC episode: "Die Trying")

Three weeks later, Starfleet obtained intelligence of Emerald Chain involvement in negotiations on Argeth.

Tolor, nephew of Osyraa, oversaw the debt slave laborers of the private salvage yard on Hunhau. Technology like implants and a perimeter fence were used to keep slave labor from escaping. The operation was disrupted by rogue Federation officers. (DSC episode: "Scavengers")

Minister Osyraa captured Discovery and led an attack on Federation Headquarters. (DSC episode: "There Is A Tide...")

She offered negotiations with Admiral Vance on behalf of the Emerald Chain Congress but the ruse ultimately fell flat. In the struggle with Discovery's crew, Osyraa was killed, and the Emerald Chain fractured without her. (DSC episode: "That Hope Is You, Part 2")
