It's more important to group the Mute lists than email with email or notifications with notifications.
Even though we'd like to return to this feature and replace it with a proper global unified solution, we need to be comfortable with this feature's design existing on the product as a long-term solution.
Feasibility may affect our design so we can hit our quarterly goals.
Option 1: Create a new 'Muted users' tab

Create a new tab on Special:Preferences titled 'Muted users' (or something similar)
Move the Notifications Mute list to this new tab
Add a link to the 'Muted users' tab from the 'Notifications' tab
Place the email mute list on this new tab
Label the input box ‘Prohibit these users from sending me direct emails”
Rename the “Enable email from other users” preference to be more specific
Add a link from the ‘Email options’ tab to the ‘Muted users’ tab
Option 2: Add Special:EmailUser Mute list to the 'Mute' section of the 'Notifications' tab
