Bufflo is a muscular man with a large, square jaw and prominent underbite. He has two protruding bottom teeth, a prominent brow, narrow eyes, and a small brown afro. He wears a standard Marine uniform.

Bufflo evacuated a group of Dressrosa citizens from a collapsed portion of the city when he ran into Nami, Franky, and Brook. Recognizing them as the Straw Hat Pirates, he attempted to arrest them, but was swiftly defeated.
