Rakesh was once allied with the Donquixote Pirates, but started allying with other groups, which caused Doflamingo to _target it.

Doflamingo sent Gladius, Senor Pink, Giolla, Machvise, and Baby 5 to attack it. The five succeeded in pillaging and plundering the city and shooting many people there.[1]
