Expendables are a group of individuals serving as direct subordinates of the Shichibukai. Unlike the Shichibukai's personal crews, these soldiers are loaned from the and are individuals who have been arrested by them but have shown potential in the form of a soldier. In a sense, these individuals also possess the potential to become Shichibukai should one of the present members retire, defect or die. While the Expendables are ultimately controlled by Commander-in-Chief Charter Spring, the acting Fleet Admiral also possesses control over their direction. Their day-to-day operations are dictated by the Shichibukai.
Overview
The Expendables are a group of former pirates and criminals that were conscripted by the World Government as soldiers. All members are former prisoners of Impel Down or arrested by Marines in some capacity. An Expendable is added to the ranks through two processes, either; a member of the Shichibukai takes interest in them, or the Expendables' logistical commander assigns them to a member of the Shichibukai depending on their talents. The role of an Expendable is to serve as a private force under the supervision of a Shichibukai. A Shichibukai can delegate their own responsibilities onto an Expendable, or an Expendable can be drafted under them in the same way their crew operates.
Despite the illusion of freedom provided to an Expendable, the life is anything but. All movements made by an Expendable are carefully monitored by the World Government or the supervising Shichibukai in-question. In particular, all Expendables are outfitted with a Barnacollar, a chip injected into their bodies that tracks their position relative to a Shichibukai or a Marine they are tied to. If an Expendable is suspected of treason through the information gathered in the chip, the chip will automatically inject a potent neurotoxin to paralyze the Expendable wherever they are. They will then be executed post-haste or sent back to Impel Down, depending on the circumstances.
