• Translate Élage Diouf from French to English.
• Click the first paragraph under the "Biographie" heading (El Hadji Fall Diouf est né à Dakar au Sénégal...).
• Publish.

Expected: The footnote in the end of this paragraph uses {{Article}} in the French Wikipedia, which corresponds to {{Cite journal}} in the English Wikipedia, so I'd expect to see it there.
Observed: It is adapted to {{Template:La}}, which has at least two problems: it's an instance of T98018, and it's the wrong template.
