Not sure if this was already reported, but using Special:Import on a file does only import the wiki text, not the file page as I noticed on https://en.wikipedia.org/wiki/File:Edit_this_page_intl_small.png.

Basically, when I imported the file from https://meta.wikimedia.org/wiki/File:Edit_this_page_intl_small.png, there was no file on the page, just the filepage text.
