Create a special page that lists all indexable placeholders

Description

Like Special:AllPages, but only displays notable placeholders. It also should obey the setting mentioned in T144590: Introduce a setting for allowing article placeholders to be indexed by search engines.

We're not working on this right, as it's not needed for the first phase of indexing APs.

I'll wait before abandoning my patch though until this becomes relevant again in case we can reuse parts of it.

I've always assumed that, like Special:AllPages, this special page is meant for monitoring and transparency reasons, so that editors can see all the pages which appear on the wiki and can work on improving them. Correct?

I filed T158506: Add a sitemap with all indexable placeholders on cywiki (Welsh Wikipedia) instead for the problem of getting URLs into the actual search engine results.
