When I view User talk:Ministry of Foreign Affairs of the People's Republic of China logged out, for example, it still displays content even though the page was moved back to Ministry of Foreign Affairs of the People's Republic of China with no redirect by JamesBWatson. The cache is not being updated. The same problem also occurs when viewing page histories.

@GeoffreyT2000 can you confirm this is still the case? Viewing that logged out for more shows the expected result (page deleted)
As of MediaWiki 1.27, pages that were deleted more than 24 hours ago do not show the deletion and move logs when viewed by anonymous users. For the user talk page, it now displays a "username not registered" error and the non-existent page message below, as expected. However, cache is still a problem for other pages, as reported at the technical village pump on Wikipedia.
I frequently open Wikipedia links in private windows, where I can browse them anonymously, and I keep running into the same issue. For example, this page in Russian Wikipedia displays the content from a day ago while browsing anonymously. I tried archiving that page, but Internet Archive refused to work for me for some reason, so I can’t really show it happening. There was, previously, a bug with page histories, but that somehow went away over the years. (Seen in Firefox 74 and older.)
I've also seen the same outdated page using private browsing. Not the same outdated as your oldid, but different enough (it was missing some responses and the graph was broken). Then I tried to snapshot it with http://archive.is/. To my surprise, the page came from archive.is with its current status. I've now reloaded the page in private browsing and the page is now updated... This was in a timeframe of less than 5 minutes.
This is not the first time I've seen this on Wikipedia or mediawiki.org
@Ciencia_Al_Poder: Sorry, I’ve just noticed that while trying to get Internet Archive to work, I accidentally put links from two separate pages in my message. Fixed.
It keeps getting worse and worse. I remember that purging used to work, but not anymore.
@stjn @Sakretsu @Ciencia_Al_Poder Are you all located in Europe/Middle East/Africa, or do you know if your traffic is hitting Wikimedia's "esams" datacenter location?
