Description

Per https://meta.miraheze.org/wiki/Community_noticeboard/Archive_3#Install_GlobalUserPage, the Miraheze community voted to install GlobalUserPage as long as it could be Opt-in rather than Opt-Out. This allows that as long as the setting is false by default.

We would like to GlobalPreferences funcinality added back to GlobalUserPage in as it was removed in https://github.com/wikimedia/mediawiki-extensions-GlobalUserPage/commit/de71d3608a6bfa85633cbfbe22f4f631372f5321. While it may not be useful on WMF wikis. It would be very helpful on miraheze wikis.

Hi, please see and follow https://www.mediawiki.org/wiki/How_to_report_a_bug and structure this task. It's unclear what exactly is requested here, why "back", which versions of which software items are involved, and how "opt-in" or "opt-out" is relevant given the current situation.
