Description

Following a successful security review (T262963), we can now add this library to the vendor repo. Version 2.11.0 was reviewed.

This library is needed for the IP Info extension but was originally discussed for T174553: Create a mechanism that allows fetching geolocation and subnet data for IP addresses.
