Disable ability to globally lock temporary accounts

Description

A steward can currently globally lock a temporary account. This will log the user out of their current session, but will not prevent them from editing. Instead, stewards can prevent temporary accounts editing by globally blocking the temporary account.

Because locking a temporary account does not do the same things as a normal registered account, we should consider whether locking should be disabled for temporary accounts.

Yep, stewards have internally discussed, no issues with this.

Also, locks of temporary accounts canbot be undone while blocks can. Not that it matters much, but an accidental incorrect lock will disconnect the user from their messages and notifications.

I'm not sure that this blocks pilot wiki deployment.
