  1. I am inclined to converting most of these to Phab tags/projects, as in T86536.
  2. Is it relevant to add T2745 here? It also should be converted to a tag.

Tracking tasks can be converted to projects by following https://www.mediawiki.org/wiki/Phabricator/Project_management/Tracking_tasks (however doing it right is more time-consuming than you might think) - initiate by adding a comment to the tracking bug, proposing to convert it, I'd say.
