Background

On August 22, 2022, New Japan Pro Wrestling (NJPW) announced that Declaration of Power would take place on October 10 at the Ryōgoku Kokugikan in Tokyo, Japan.

Storylines

After beginning his excursion in 2019 and becoming a regular on STRONG, NJPW announced on September 26, 2022, that Ren Narita, who faced Katsuyori Shibata at Night 1 of Wrestle Kingdom 16, would make his return to Japan at Declaration of Power. It was revealed on October 4 that Narita would team with David Finlay and Robbie Eagles to take on DOUKI, El Desperado and Yoshinobu Kanemaru of Suzuki-gun.

At New Japan Road 2022 - Night 5, KUSHIDA returned to NJPW, challenging Taiji Ishimori to an IWGP Junior Heavyweight Championship Match. Ishimori refused, declaring that KUSHIDA had to prove himself. Despite pinning Ishimori in a tag team match on Night 20 of the G1 Climax, KUSHIDA was still denied a title match. Instead, Ishimori granted KUSHIDA a non-title match at Declaration of Power, where if KUSHIDA won, he would receive an IWGP Junior Heavyweight Championship Match. On October 7, NJPW announced KUSHIDA would be unable to compete at Declaration of Power due to him still recovering from hand, foot, and mouth disease. The following day, NJPW revealed Ishimori would face Master Wato at Declaration of Power after Wato had challenged Ishimori following the news of KUSHIDA's absence.

On Night 13 of the G1 Climax, JONAH defeated Kazuchika Okada, handing Okada, the eventual winner of the 2022 G1 Climax, his only loss in the tournament. As a result, a rematch between Okada and JONAH was scheduled for Declaration of Power.

On Night 18 of the G1 Climax, El Phantasmo scored a victory over Shingo Takagi, preventing Takagi from advancing to the semi-final. With Phantasmo declaring he was Takagi's "daddy", Takagi pinned Phantasmo in a Six Man Tag Team Match at Burning Spirit 2022 - Night 14. In a post-match interview, both men agreed to face off in a "Who's Your Daddy" Match for the NJPW King of Pro-Wrestling Championship at Declaration of Power, with the loser having to say "you are my daddy" to the victor.

IWGP World Heavyweight Champion Jay White entered the 2022 G1 Climax with the intention of winning the tournament as reigning champion. However, White's plans would be thwarted by his former BULLET CLUB stablemate Tama Tonga, who defeated White in the final Block B match to advance to the semi-final. On Night 20 of the G1 Climax, Tonga and KUSHIDA defeated White and Taiji Ishimori in a tag team match. Following the bout, Tonga held up the IWGP World Heavyweight Championship. On August 22, NJPW announced that at Declaration of Power, White would defend his championship against Tama Tonga.
