Grover can most often be found in Blackwater, specifically around the movie theater and saloon. However, he has also been known to frequent various other buildings in the town. If threatened or assaulted, he will arm himself and fire at the player.
Undead Nightmare
Grover is one of the missing souls to be located in the "Missing Persons" Side-missions. He can be found at Venter's Place and needs to be returned to Fort Mercer.
Grover can also be found among the armed survivors defending Blackwater and Warthington Ranch.
