Winter was the only city on a cold planet. Its people were visited by a small number of Daleks, including the Ambassador, who promised to bring them food if they built more Daleks.
The people did this for centuries before a rebellion arose when the Human Dalek Kenrik Vost was killed by a Dalek. Gaius Majorian was killed by the Daleks for supporting the revolution and was replaced by Jacklyn Karna, who was loyal to the Daleks. (AUDIO: The Dalek Occupation of Winter)
