The Anti-Recess Legion (also known as the National No Recess Movement) are the main antagonists of the 2001 Disney animated film Recess: School's Out!. It is an organization founded by Dr. Phillium Benedict in his plot to abolish recess in order to raise test scores.

History

Beginnings

The Anti-Recess Legion was founded by Benedict following his dismissal as Secretary of Education, due to his attempt to abolish recess throughout the United States. With a team of Agents and Ninjas (led by Lieutenant Kojak), and Scientists (led by Professor Fenwick) by his side, Benedict plotted to do what he considered the next best thing by getting rid of summer vacation.

Taking Over Third Street

As part of Benedict's plot, the Anti-Recess Legion broke into a U.S. military base, where they stole a tractor beam. They would later take over Third Street Elementary School during the summer, as Benedict used to be principal until his firing in 1968 due to his anti-recess policy, as well as the location being the one place the authorities would not think to look for the stolen tractor beam. With the school closed for the summer, the Legion used the school as a base for their own operations, even turning the school auditorium into a laboratory where they started experimenting with the tractor beam.

As it turns out, Benedict plans to use the tractor beam to alter the Moon's orbit at Lunar Perigee (the time when the Moon is closest to the Earth) to create permanent winter throughout the world so that students will have to stay in school in hopes that it would raise test scores, believing that his plan would result in him being elected President. Upon hearing that his former friend Peter Prickly (the current principal of the school) and T.J. Detweiller are investigating the situation, Benedict had the Legion to lock them up in the school, where he reveals his plan to them, much to their horror.

Fighting Against the Students and Staff

With Prickly and T.J. in danger, T.J.'s friends rounded up all of the students from their summer camps to help them fight back against the Legion; even the groundskeeper, Ms. Finster brought up the teachers and staff to help the students fight back against the Legion. This allowed Prickly and T.J. to free themselves and foil Benedict's plot by having T.J.'s friend Vince to throw a baseball at the tractor beam to destroy it.

With the tractor beam destroyed, the students and teachers cheer of their victory of saving summer vacation, and Benedict and his forces end up being arrested and sent to prison for their crimes. The Anti-Recess Legion is shut down following the arrest of Benedict and his men.
