He is a lieutenant of the Thanagarian Empire who serves under Commander Hro Talak's orders. As part of the Thanagarian invasion to the Earth in order to build a hyperspace bypass generator that can be used to defeat the Gordanians attacking Thanagar, Kragger is assigned to lock the Justice League up and track them down once they escape because of the threat they pose to their plans.
He was voiced by Héctor Elizondo, who also played Mr. Grey in The Talking of Pelham One Two Three, Jargis in The Pirates of Dark Water, Malcho in Aladdin: The Series, Bane in Batman: Mystery of Batwoman, Wan Shi Tong in Avatar: The Last Airbender, Fiero in Elena of Avalor and The Dooka of Yookia in the 2019 Netflix series Green Eggs and Ham.
In the episode "Starcrossed", Kragger is among the the many Thanagarians under Commander Hro Talak's orders that arrive to the Earth supposedly to help humanity at defending themselves from the Gordanians, standing at Talak's side along with Shayera Hol/Hawkgirl while he gives a conference to the U.N. Nations. He then interrupts a romantic moment between Talak and Hol at the former's quarters to inform his commander that Superman wants to speak with him to tell him that Earth accepts their help. With work to do, Talak and Hol leave Talak's quarters, but Kragger privately asks Talak if he is sure that Shayera should be trusted due to all the time she spent with humans, concerns that Talak dismisses.
As the Thanagarians begin building their hyperspace bypass generator under the pretext that it's a shield, Kragger is assigned to let several human officials see the Thanagarian installations under his supervision, responding any possible questions. However, during the visit, an elderly visitor (actually Batman in disguise) spies on his men and finds out that the Thanagarians have ulterior motives. When one of Kragger's men comes across Batman, he asks Kragger about what he should do, to which Kragger orders him to lock Batman up despite not being sure if he saw everything. This forces Batman to try to escape, but Kragger and his men stop him just as he informed Wonder Woman through his intercom. Informing Talak about Batman's discovery, Kragger is asked to deply the contingency forces to the Watchtower, leading to Wonder Woman's capture, which in turn alters the Justice League, who are helping with the "shield", but the Thanagarians proceed to stop them and Kragger activates a force shield to capture them.
Once the Justice League are locked up in a Thanagarian prison ship, Kragger accompanies Shayera to see her former teammates, sarcastically thanking her for giving his forces the access codes to the Watchtower and informing them of their weaknesses, exposing her treachery. Kragger particularly mocks Green Lantern for his "uselessness" without his ring, to which Shayera asks him to not underestimate them, leading Kragger to suggest her to execute her former teammates with a gun, but she refuses due to their mission being about "peace", ordering him to make sure his men treat them right.
After the Justice League escapes, Kragger is ordered by Hro Talak to look after the Justice League, leading him to patrol aboard a tank with his soldiers to track down the Leaguers, finding out in a clothing store that they are passing themselves off as normal civilians, leading him to tell his men to interrogate everyone at their homes. He then returns to talk with Talak and Shayera just after the latter finds out the former's true intentions, asking her if she knows where they may be to tease her, leading her to threaten him for insinuating that she isn't loyal to the Thanagarian Empire, but as she leaves, Kragger remarks that she didn't respond to his question. Offscreen, Kragger has a tracked implanted on Hawkgirl's armor, which records her going to Wayne Manor to inform her former allies about the Thanagarian effort.
With the evidence he needed, Kragger requests a squadron and arrests Hawkgirl once she returns to the Thanagarian command ship, bringing her handcuffed before Hro Talak, accusing her of high treason, espionage and consorting with the enemy. Kragger proceeds to back up his claims with his recordings, leading an outraged Talak to order Shayera to be taken away from him and punch Kragger out of frustration, giving him the order to take no prisoners. Said and done, Kragger and his squadron track the Justice League down to Wayne Manor and break into the mansion by blowing up a wall, shoving Alfred Pennyworth aside before finding their way into the Batcave.
Kragger and his men then attack the Justice League, with Kragger specifically engaging Superman in combat. Finding himself outmatched, Kragger takes Mr. Freeze's stored frozen gun to freeze Superman, but Superman counterattacks by freezing him with his icy breath. With the squadron defeated, while Superman, Wonder Woman and Green Lantern go after the Thanagarian command ship to deactivate the hyperspace bypass generator, Kragger is interrogated by Batman, the Flash and Martian Manhunter so they can learn how to pilot his ship to retake the Watchtower. Kragger refuses to tell them, so Martian Manhunter ends up reading his mind against his will to find how, and while Kragger's mental defenses try to repel him, Martian Mahunter is ultimately able to learn how to pilot the ship, leaving a comatose Kragger behind, to whom Alfred refers to as "trash". It can be implied that once the Thanagarians were stopped and ordered to leave the Earth, Kragger was retrieved under Talak's orders.
Justice League Unlimited
In the episode "Hunter's Moon", it's revealed that Thanagar was conquered by Thanagar sometime after the Thanagarian invasion, as Kragger, barely recovered from the mental attack Martian Manhunter inflicted on him, and his fellow Thanagarians found out upon returning. However, Hro Talak didn't concede defeat and kept attacking the Gordanians, who in turn retaliated and destroyed most of his men's ships. Once only Talak's ship remained, Kragger was ordered to leave aboard a scout ship alongside several others under Talak's orders, who gave up his life to stop the Gordanians by destroying their insignia ship at the cost of his own life, leading Kragger and his fellows to be left stranded on a moon. As such, led by Paran Dul, Kragger and his fellow Thanagarians started planning their revenge against Shayera Hol for indirectly causing Talak's death and Thanagar's downfall. Because of his debilitating injuries, Kragger is forced to wear a robotic armor to mobilize.
To attract Hawkgirl's attention, Paran Dul contacts Martian Manhunter disguised as a miner requesting help for the Hockalint mining ship due to an apparent mineral radiation situation, leading him to send Shayera Hol, accompanied by Vixen and Vigilante to help, unknownwingly dispatching them to the Thanagarian trap. Once the three Leaguers realize that they had been set up, Kragger and his fellows attack, destroying their ship and cornering them behind a rock after failing to catch them personally. He merely stands as Dul explains what happened to Thanagar and demands a guilty Shayera to surrender. The three Leaguers escape, thus leading a Thanagarian guard if they shouldn't leave the moon for their homeworld and join the Thanagarian resistance, which causes an outraged Kragger to grab menacingly the guard and threaten him before Dul clams him down, promising that they will kill Shayera to avenge their commander.
Kragger keeps looking until he and another Thanagarian find Shayera, trying to kill her after remarking that he hates her because of what Martian Manhunter did to his mind, but Shayera escapes along with Vigilante thanks to Vixen stopping him with elephant strength. Kragger electrocutes Vixen to neutralize her and threatens her, but she barely manages to trick him and his fellow to take her to their ship, promising that she will deliver Shayera to them out of "jealously" because of her past relationship with John Stewart. However, Kragger returns with Dul just in time to prevent Vixen from escaping, taking her hostage and flying thousands of feet to threaten Shayera into surrendering to save her friend. Despite that Shayera drops her maze as Dul orders her, Kragger still drops Vixen, but Vigilante rescues her. As Paran engages Vixen in a fight, Kragger tries to kill Shayera with his own hands for "taking" his commander away from him, but Shayera fights back and manages to deactivate his armor, sending Kragger thousands of feet to his death.
Trivia
Though the episode doesn't outright confirms it (likely because of Cartoon Network's censorship rules with LGBT themes back then), Bruce Timm confirmed that Kragger's mind showing statues of him along with Hro Talak was meant to subtly confirm that Kragger was homosexual and had feelings for Talak.
This could likely explain Kragger's hatred for Hawkgirl, as he sees her as a "threat" to his relationship with his commander, thus why she is seen broken at the feet of the statues.
In the comic books, Kragger wasn't a villain but an heroic character who served as Katar Hol's wingman.
