Barry Jackson, Karl Rove's "longtime deputy", was named September 4, 2007, to serve as Assistant to President George W. Bush for Strategic Initiatives and External Affairs, which "puts him in charge for managing the White House offices of Political Affairs, Public Liaison, Intergovernmental Affairs, and Strategic Initiatives."

In 1994, Jackson was Director of Contract with America, "the campaign plan Republicans used to successfully recapture control of the U.S. House of Representatives. From 1995 to 1998, [Jackson] also served as Executive Director of the House Republican Conference, helping to craft legislative and communications activity for Republican Representatives of the Congress."

He helped with Rep. John Boehner’s (R-Ohio) campaign for Congress. Jackson eventually moved to Washington, D.C., and worked for Boehner in his chief campaign of staff from 1989 to 2001. He was the Chief of Staff for his Congressional office for four years, and, from 1995 to 1998, he was the executive director when Boehner was elected Chairman for the Republican Conference
