Motivation
editThis property would be distinct from Commons category (P373), because it is for files not about the subject, but contributed by the subject as part of a Wikimedia Commons content partnership. Generally, when an organization uploads media to Wikimedia Commons, they are placed in a tracking category. This is important for metrics purposes. There are many of these identified at commons:Category:Files from content partnerships. A property would allow us to connect an institution to the files that come from it. This can also be useful for, for example, adding categories to a Wikimedia Commons template based only on a Wikidata ID in a template parameter. Dominic (talk) 13:48, 5 March 2020 (UTC)

edit- Tepid Support -- I am not sure this current trend of an ever increasing number of properties linking to different sorts of commons categories is the best way to do things. In my view, it would probably be more sustainable to just have category combines topics (P971) on the category with appropriate values, rather than all these properties. So, in the present case, have P971 plus the item for the institution and an item for "category for files contributed by an institution". I think that would be a much more systematic and parsimonious approach. But until that approach is adopted to replace all these properties linking to particular sorts of commons categories, I suppose this one is no worse than any of the others.
